Known issue with Outlook 2002 and 2003

There is a known issue with a few Outlook installations whereby the initial 'get mail' after booting or resuming from hibernate may not get mail on all email accounts - if there is more than one account defined in Outlook. Once this inital 'delay' period is passed, subsequent send/receive cycles work normally and without incident. We have not seen this problem with Outlook Express.
Current workaround: wait for a few minutes (time may vary from less than five to as long as ten) and Outlook will be able to retrieve email on all accounts. If your cycle time for automatic receive operations is less than ten minutes then you may have more than one attempt fail until this time period elapses.
